ALTCS Financial Eligibility Standards (2023–2025)
ALTCS (the Arizona Long Term Care System) is Arizona’s Medicaid program for people who need long-term care in a nursing home, assisted living facility, or at home. ALTCS helps pay for care when someone meets both medical and financial eligibility rules.
The figures below come from the State of Arizona’s Eligibility Standards Desk Aid and show key income and resource limits that affect ALTCS planning for 2023, 2024, and 2025. These numbers are especially important for applicants, community spouses, and families planning ahead for long-term care costs.

Federal Benefit Rates (FBR)
The Federal Benefit Rate is the base SSI amount used to calculate several ALTCS income standards. ALTCS often uses 300% of the individual FBR as the maximum gross income for institutional and HCBS applicants.

Community Spouse Standards

SSI-MAO, QMB & SLMB Income Standards
These income standards are based on the Federal Poverty Level (FPL) and apply to certain Medicare Savings Programs and SSI-related Medicaid categories. Actual income limits may be slightly higher because of the standard $20 disregard and other deductions for earned income and children.

Qualified Individual (QI-1) Standards
The QI-1 program helps certain Medicare beneficiaries with limited income by paying their Part B premium. QI-1 has income limits between 120% and 135% of FPL.
